Job detail

The Senior Director of Asset Management is responsible for oversight of the investment portfolio of ECCI's client Systems. This position will managing primarily all internal investment managers. In addition, approximately managing another $2.6 billion of department funds that are invested internally.

The Senior Director, Financial and Investment Reporting will report to the Account Comptroller for Asset Management. Duties and responsibilities of the position include, but are not limited to, the following:

  • Oversees the daily operations of the Financial Reporting Division;
  • Works closely with functional areas in I/AM (Investment Strategy, Risk, Operations, Pensions) and vendors (e.g. Custodian, Risk Vendor); develops and provides standardized and ad hoc reporting which transparently presents returns, asset allocations and risks of the portfolio. Reporting will be used for a variety of purposes including:
  • Monthly asset class performance reports
  • Monthly and quarterly trustee reports
  • Quarterly performance reports
  • Ad hoc requests
  • Working with I/AM staff, the portfolio’s custodian and other vendors as appropriate, redesign portfolio reporting for constituencies including, but not limited to:
  • Internal staff
  • Trustees
  • Public disclosure
  • Supervises a small team of professional financial analysts including distributing work, overseeing quality, providing skills training and overseeing performance;
  • As needed, provides accounting data, schedules and financial reports for the Bureau of Accountancy (BOA), the Systems, Auditors and others, as requested;
  • Performs data analysis, including statistical analysis, at the request of I/AM staff and others; produces reporting based on the analysis;
  • Supervises and prepares various asset, revenue, and expenditure schedules; and,
  • Performs other related functions and assignments as may be required.
  • MINIMUM QUALIFICATION REQUIREMENTS

    A baccalaureate degree from an accredited college and ten (10) or more years of satisfactory full‐time experience in a financial services organization, with progressively increasing responsibilities for complex financial transactions involving investment reporting activities of a governmental agency, financial institution, or brokerage firm; at least 18 months of this experience must have been in an administrative, managerial, or supervisory capacity, supervising professional staff engaged in performing financial reporting functions; or,

    Education and/or experience equivalent to "1" above. A graduate degree or a valid New York State Certified Public Accountant (CPA) license can be substituted for five (5) years of professional experience as described in "1" above.

    PREFERRED SKILLS IN ADDITION TO MINIMUM QUALIFICATIONS

    Experience with retrieving data from bank dashboards (State Street preferred) and Risk platforms (MSCI preferred) and using query tools, report writing/building tools. Familiarity with GASB accounting principles and updates;

    Knowledge of various investment asset classes including US and International Public debt and equity, private equity, real assets and hedge funds must be evident through education and/or experience;

    High level of competency in Microsoft Excel (including pivot tables and VLOOKUP's) and other Microsoft Office Suite products;

    Excellent interpersonal, communications and organizational skills.
